In response to the strategic demolition to the old industrial structures of the east part of Stavanger city by developers and the local municipality, as well as the final year for the European Capital of Culture fund set up to fund local culture Tankepolitiet applied for 3 billion Norwegian Kroner. Tankepolitet dressed up in suits on par with politicians and developers and took on the name visionary name of Stavanger 3000. Stavanger 3000 submitted its own vision the east part of town that was designed to be a cultural mecca that would attract artists, scientists and philosophers from all over the world.

Furthermore Stavanger 3000 presnted its plan to expand the eastern part of Stavanger by daming up the Gansfjord and reclaiming sea bottom as part of this cultural mecca. This plan was reveled in an event hosted at Tou Scene.
